Emerging Voices 2
Emerging Voices 1 (HSRC Press 2005) focused on the relationship between basic education and the developmental challenges facing rural communities. EV2 builds on the work of EV1: there is a continued focus on issues of poverty, inequality and voice, but there is a shift in focus to post-school education, youth development and unemployment, and developmental challenges in urban, peri-urban, and deindustrializing poor and working class communities. EV2 draws on constructivist, Freirean, and critical theory methodological perspectives to argue that new vision and practice of post-school education (and, more broadly, human and community development) must be constructed from the grassroots up, though sustained and inclusive dialogue with people that institutions of education and community development are intended to serve.
CERT works in partnership with several education institutions in the Sedibeng District Municipality to design and implement EV2. There will be a particular emphasis on public adult learning centres, student support at TVET colleges, and youth research and advocacy in Sebokeng. EV2 partners in Sedibeng include Vaal University of Technology, Sedibeng FET College, Public Adult Learning Centres in Sedibeng West, Thetha FM, Rekaofela Youth Development Organisation and several informal youth development organisations and formations including the Sebokeng Zone 13 Library Reading Club, the Kwa-Masiza Community Literacy and Numeracy Group (CLING), Nal’ibali and the Vaal Environmental Justice Alliance. EV2 is funded by the Department of Higher Education through the National Skills Fund and is implemented by the Education Policy Consortium as part of a larger research project. Research is taking place at four sites: two in Eastern Cape and one each in Limpopo and Gauteng.
