About Dr James Otieno Jowi
James Otieno Jowi is the principal education officer at the East African Community (EAC) Secretariat where he coordinates the development and implementation of regional education programs. He is the founding executive director of the African Network for Internationalization of Education (ANIE), a pan-African organization focused on internationalization of higher education in Africa. Jowi is currently a member of the ANIE Board and chairs the research committee. Before joining the EAC, he was a senior lecturer at the School of Education, Moi University, Kenya, where he taught comparative and international education.
Jowi sits on several international boards including the Inter-University Council for East Africa (IUCEA), Austrian Partnership Programme in Higher Education & Research for Development (APPEAR), Norwegian Partnership Programme for Global Academic Cooperation (NORPART), Association of Studies in International Education (ASIE), the technical committee of AUs Committee of Ten Heads of States on Science & Technology, and the IAU Expert Committee on Internationalization. He has published extensively on internationalization in Africa and undertaken several studies and consultancies on higher education in Africa. Jowi holds a BEd and a master’s in linguistics from Moi University, Kenya; a master’s in comparative & international education, University of Oslo, Norway; a PhD from the Centre for Higher Education Policy Studies (CHEPS), University of Twente, Netherlands
